As COVID-19 continues to spread through our community, the economic impacts of the pandemic are hitting people hard. Many residents have lost their income and are facing financial uncertainty. Here at Parents And Children Together (PACT) we are doing our very best serving our keiki and families during this pandemic, to provide the services they need to keep them safe, healthy, and able to withstand the social and economic impacts of the virus.

Early Childhood Education

Early Head Start and Head Start
Providing early childhood education, health, nutrition, and parent-child interaction activities and resources for families via phone calls, video calls, mail, email, and home visit check-ins with social distancing. For a list of classrooms that are currently open, please contact our offices on Oahu and Hawaii Island.

Early Head Start – Childcare Partnership
Childcare services for eligible children of families that are working fulltime. Services provided include early childhood education, health, nutrition, and parent-child interaction activities and resources.

Domestic Violence Prevention & Intervention

Family Peace Center (FPC)
Domestic Violence intervention Services for Offenders, Victims, Child Witnesses of domestic violence, and Child Sex Abuse Treatment. Services include safety planning, intake and assessment, group counseling and/or individual sessions. Trauma therapy is provided as a service to survivors only. All services are conducted via zoom or telephone.

Ohia Domestic Violence Shelter
Emergency Shelter for survivors and their children of domestic violence. Services are accessed through the Shelter Access & Crisis Line, and include: crisis counseling, referral, and shelter access. Shelter intakes and assessments are done using tele-services and in person with health screening protocols. Support services include: providing for immediate needs in a safe and welcoming environment, and accessing and obtaining long-term housing and transition services.

Lehua Transition House
Transitional Housing for up to 7 women (without children) for up to one year in a safe and supportive environment.  Tele-services and in person, case management and therapeutic services to clients in residence at program. In person services are available as needed with health screening protocols.

Hale Ola
Hale Ola Transition House, is a non-violent, safe, and nurturing facility that offers survivors of domestic violence and their children housing for 6 to 24 months. Hal Ola transitional housing services are specifically designed to accommodate survivors with multiple children living in a communal living environment.

Family Visitation Center (FVC)
Supervised visitation services and exchange services using both tele-services and face-to-face visitation.

  • Remote Registration and Orientation – facilitated over the phone prior to families first remote visitation.
  • Child(ren) Orientation – Zoom and in person, meeting between staff and child(ren) to transition and prepare for supervised visitation with the Visiting Parent. Staff will gain a better understanding of familial dynamics, history and necessary information to ensure safety and well-being of the child(ren) during services. Safe words may be established if necessary.
  • Gift Exchange – Year-round gift drop off at the center. Staff facilitates Visiting Parent drop off and Custodial parent to pick up.
  • Phone Visitation – Up to 30 minute fully supervised visitation between child(ren) and Visiting Parent.
  • Zoom Visitation – Up to 30 minute fully supervised visitation between child(ren) and Visiting Parent.
  • Language Interpreter Services – Interpreter services to families with language barriers.

Oahu FVC Hours of Operation: 9:00am – 5:00pm, 7 days a week except holidays. Special accommodations are being made for families who are not available during those times.

Maui Programs
The following list of services is being provided to using tele-services (Zoom, telephone, and/or Facetime):

  • Lanai Integrated Support Services – Post Permanency Counseling, Volunteer Case Management, Family Strengthening Services, Counseling, Parenting, and Home/Telehealth Supervised Visit.
  • Family Strengthening Services – Home/Telehealth visits; In-home visits are being conducted when a screening has been conducted and staff and clients feel safe.
  • Family Peace Center (Maui & Lanai) – Kuleana, Puuhonua, Children Exposed, Individual Counseling Supervised Visits and Parenting
  • In-office services (Maui) – Client screening, masks, social distancing and safety precautions required
    • TRO's are being provided in person in the office by appointment. Walk-ins are always welcome. In person court advocacy occurs on Mondays and Friday. Except when a holiday falls on a Monday court is held on Wednesday.
    • Intakes are scheduled in-person in a small group format with PPE and social distancing. Assessments may be scheduled by appointment only for clients who do not have access to tele-services.
    • Survivor, DVI, and Anger Control Groups are all held virtually.
    • Anger Control for Youth will be held in the office as scheduled starting 7/8/2020.
    • Haupoa (Children exposed to DV) services are held in person individually
    • In-person Supervised Visits.
    • Kuleana groups for men and women at Maui Community Correctional Center (MCCC), these have been on hold since January 2021 and will resume as MCCC gives us notice.

Child Abuse & Neglect Prevention & Treatment

  • Hana Like Home Visiting – Visits are provided through teleconference and videoconference only.
  • Hoomau Home Visiting – Visits are being provided through teleconference, videoconference, and/or in-person visits.
  • Ulupono Family Strengthening (FSS) – Visits are being provided through teleconference, videoconference, and/or in-person visits.
  • Attachment & Bio-behavioral Catch-up (ABC) – Visits are being provided in-person, with videoconference as needed.

Behavioral Health Support

Intensive Support Services
MST and FFT therapeutic services to youth and their families referred by CAMHD. Youth that have a recurring substance of use issue can be self-referred or referred by another agency. All services are available in-person with appropriate screening and or through approved telehealth platforms or telephone. In the case of an emergency, responses can be made in-person (with screening) or via telehealth or phone.

Community Building & Economic Opportunity

KPT Family Center
Services done at the receiving area outside of the office to maintain CDC/DOH guidelines. Donation center of household goods and clothing will be offered every Tuesday and Thursday. Family Center will conduct wellness checks via phone or email (if applicable) with all clients. Wellness checks includes check-in on family status, sharing resources, 1:1 parenting, and sharing. On Mondays, Wednesdays, and Fridays, we offer an emergency food pantry for families with children 0 - 18 years old and individuals. On Tuesdays and Thursdays, we assist families with documentation such as applying for a reduction in rent, benefits, and emergency assistance of various types.

Kaneohe Community Family Center
Resources and referral, underage drinking prevention information, and activities for youth to engage in while at home.

Economic Opportunity Center
Services are done by appointment only in the office, phone or video calls. Employment Placement Specialists provide job readiness training in the office as well as via Zoom, Duo, or FaceTime. We have a dedicated computer for clients who are interviewing for jobs via online video calls. Additional computers will be available for clients to check their emails, apply for jobs online, and update their unemployment application, by appointment only. EPS will help with completing unemployment benefits in receiving area.

Teen Program
Grab and Go Lunch service is provided daily, Monday – Friday. Youth services are transitioning into a combination of in-person and remote services.  Remote services include connecting with youth and families (via phone, check-ins during lunch service, and Instagram) to conduct wellness checks and provide information and support; and providing online recreational and academic enrichment activities. Beginning in July, the Drop-In Center at KPT will be open for limited hours while practicing enhanced cleaning, sanitizing, and limiting the number of youth to practice social distancing. Center based activities will include online education and distance learning opportunities, skill building groups, and recreational activities.
